  18. <p>     The Bush Administration's July 1989 ban on the importation
  19. of rapid-fire assault-style rifles always seemed ineffectual.
  20. It mainly protected domestic gunmakers from competition. Last
  21. week the ban seemed still more illusory. The Bureau of Alcohol,
  22. Tobacco and Firearms announced that it could not prevent
  23. imports of guns like AK-47s if they were redesigned to remove
  24. military-style features such as large-capacity magazines, flash
  25. suppressors and bayonets. Such changes may make the rifles less
  26. deadly, but buyers can turn the guns into people killers with
  27. easy-to-get kits. Manufacturers, says Josh Sugarmann, director
  28. of the Firearms Policy Project, have "left the guts of an
  29. assault weapon." Imports of modified rifles have not begun, but
  30. one company plans to start soon.
